Me and this guy really like eachother but he never tries to show it...ADVICE?!?

I really like this guy...a lot. And he says he likes me a lot too...and I love that. We've been friends in the past and so he knows how to make me laugh and smile, but he doesn't know how to show me his love. I've always made the move, which was okay with me. However, we were together today and he didn't really talk too much with me. I mean we were by this beautiful waterfall and he didn't try to make a move. What the heck??? Someone explain to me! Give me some advice SOMETHING!
