What movie is this? I cannot remember!?

I'm looking for a movie I saw on... lifetime, I think.... about this woman (I THINK Kathy Bates) who got her (possibly foster) kids to do bad things for her, and kept a woman locked up in the basement or something... Can anyone help me?
