Pokemon heart gold help!!! i've beat all 8 gym leaders in the johnto region?

and the 8th gym leader wont give me the badge until i go to the dragon den shrine but i need to be able to use waterfall i have the hm waterfall but i cannot use it, it says that i need a new badge!! so i can't get to the shrine with out waterfall, please help. thanks
