HELP! Stray dog!!! :(?

Well at our local waterfall my family and i found a male white dog, almost resembling a border collie ut fully white with blue patches on his tongue....we have a couple of dogs of our own, and when i say this plz dont say we shouldn't have these dogs cuz in the first place cause we had the money when we first got our dogs but them family problems came and we started to loose the money and it was all down hill form there so we cant take our dogs to the vets and stuff but were getting back there...so anyways we took in the dog cuz it had been there for a while and some ppl were saying it almost got ranover sometimes, stuff like that so we couldn't let it stay there, well we've been finding ticks on it and taking them of with tweezers, and now he's sitting in my room but he's breathing heavliy? Should I be concerned? He looks like a puppy, and idk if he's hurting or not?
